The formal, official groundwork is now laid for actual Civil War inside the United States. The Governor of Texas has declared, in writing, that the federal government has "broken the compact" with the states. He announced he has invoked the "Invasion" clause of the Constitution and says Texas has a right to self defense which it will enforce with the Texas National Guard.
